The Good: Phillips has all the physical and mental skills to earn a starting job early in his NFL career. He has good range, fine speed and reliable tackling skills. Phillips has the speed and footwork to get to the ball whether he's stopping the run or defending the pass. He has developed well enough in pass coverage to line up at any secondary position in the base, nickel or dime package.
The Bad: Phillips was inconsistent late in his college career and didn't play up to his ability last season. He needs to show he can develop into a more consistent playmaker.
